2018年1月3日，国家开发投资集团有限公司、中国联合网络通信集团有限公司、中国电信集团有限公司、万国数据服务有限公司在京签署合作意向书，决定共同开展新一代互联网数据中心（IDC）产业投资。国投董事长王会生，中国联通董事长王晓初、中国电信董事长杨杰、万国数据董事长黄伟等各集团主要领导出席了签约仪式，阳晓辉、梁宝俊、陈忠岳和蔡枫等四位副总裁代表各集团签订了合作意向书。

为践行国家大数据战略，推动建设数字中国，服务社会民生发展，四方决定以股权为纽带，以市场为导向，共同开展新一代互联网数据中心（IDC）产业投资，具体合作内容包括：

一是投资建设大型数据中心。运用新技术、新产品积累新一代数据中心的设计、施工、运维、管控等方面的经验，形成可复制推广的行业标准和规范，逐渐打造全国乃至全球的IDC业务布局。

二是面向全球用户提供包括主机托管、带宽出租、IP地址出租、服务器出租、虚拟主机等多方面的基础业务及数据备份、负载均衡、设备检测、代理维护、异地容灾、逆向DNS等方面的增值服务，不断创新，不断发展，培育经济发展新动能。

三是打造“一体化、多层次、开放式”的业务运营模式，为用户提供一站式的解决方案、为发展数字经济提供优质高效的服务。

本次合作各方，包括三家中央企业和一家业内领先民营企业。各方将充分发挥在资源要素、管理机制、营销体系、资本运作等方面的优势，开展深层次，多维度的广泛合作，有效形成合力，通过新建、改造、收购兼并等手段，投资布局一批重点项目，迅速形成规模，为数字经济发展提供关键基础设施。同时，各方将充分发挥混合所有制优势，形成灵活有效的公司治理结构，在运行和管理机制上大胆创新，用市场化手段打造国有资本和民营资本合作新模式，探索国有企业改革发展新经验，提高质量效益和核心竞争力。

各方有意向在天津滨海新区建设首个合作项目，建成后可以有效填补京津冀地区IDC资源不足的现状，也可以辐射雄安新区。未来将在其他市场需求热点地区启动其他项目的投资建设，逐步在全国乃至全球加快IDC布局。

王会生在签约仪式上表示，数据中心是践行国家大数据战略，推动建设数字中国的关键基础设施，国投在这一方面布局，不仅是主动服务国家战略，为人民美好生活补短板，为新兴产业发展做导向，也将通过试点项目的优化完善，探索出新的标准、规范，促进行业健康有序发展，同时也为国企改革、发展混合所有制探索经验。

王晓初表示，数据中心作为数字经济时代关键的信息基础设施，为支撑云计算、大数据、物联网的发展起到了重要作用，这些新技术的发展又为经济社会各领域以及消费者提供了更好的服务，因此四方合作将大有可为。同时，合作也很好的体现了目前“分享”经济的特点：各方可发挥在金融资本、通信网络、技术服务、经营管理、人才资源等方面的优势，共同分享合作增值的新价值，将为探索新的现代企业经营机制开辟一条道路。

杨杰表示，此次合作为IDC行业的发展探索了新的路径，也为四方搭建了一个长期合作的平台。也希望四方以此次合作为契机，在更广泛的领域开展更为深入的合作，为国家大数据战略、网络强国战略做出新的更大贡献。

黄伟表示，本次央企和民企在数据中心领域的合作是一个开创性的合作，将有利于整合各方优势资源，为用户提供更优质的面向未来的数据中心基础设施，同时为中国数据中心产业探索新的发展模式、设立新的标准。

SDIC Carries Out Cooperation with China Unicom, China Telecom and GDS on IDC Data Centre

On January 3^rd, SDIC, China Unicom, China Telecom and GDS signed a MOU in Beijing on IDC industrial investment. SDIC Chairman Wang Huisheng, China Unicom Chairman Wang Xiaochu, China Telecom Chairman Yang Jie, GDS Chairman Huang Wei attended the signing ceremony. Yang Xiaohui, Liang Baojun, Chen Zhongyue and Cai Fei, the four Vice Presidents singed on the MOU on behalf of the respective groups.

The four groups decided to carry out IDC industrial investment with a view to practicing the national big data strategy, pushing forward the development of digital China and serving the society. The cooperation covered the following areas.

First, making investment to build IDC. The four will taking advantage of new technology, new products to accumulate experiences in the design, building, operation & maintenance, management & control of the new generation of IDC with a view to forming replicable industrial standards and gradually building national-wide and even global IDC business layout.

Second, the four will provide services including basic business such as colocation, bandwidth for rent, IP renting, server renting, virtual colocation as well as value-added service such as data backup, load balancing, equipment testing, maintenance, reverse DNS.

Third, the four will forge a business operation mode featuring integration, multi-layer and openness to provide one-stop solution for clients and highly efficient service for the development of digital economy.

This cooperation included three central SOEs and one leading private company. The four would give full play to their own advantage in resources and factors, management mechanism, sale system and capital operation etc. to carry out in-depth and multi-division cooperation and forge effective strength to invest in a batch of projects through M & A and retrofitting and green field. Meanwhile, the four would give full play to mixed ownership, forge flexible and effective corporate governance innovate on operation and management mechanism, build new cooperation mode for state-owned and private ownership through market mechanism to explore new experience for SOE reforms.

The four expressed their interest in building the first project in Tianjin Binhai New Area. This project, once completed would effectively ease the tension of IDC shortage in Beijing, Tianjin and Hebei and it could also benefit Xiong’an New Area. In the future, the four would initiate their project in hotspot areas and gradually radiate to all areas of China.
