SDIC held the 2021 Seminar on Reform and Development on October 28-29, 2021 in Beijing. SDIC Chairman and SDIC Party Leading Group Secretary Bai Tao delivered a speech at the seminar and SDIC Board Member, General Manager and Deputy Secretary of SDIC Party Leading Group Wang Haibo presided the seminar. SDIC Party Leading Group members Li Ruge, Du Wenmin, Yang Xiaohui and Hu Changyuan spoke at the seminar and participated in group discussions. SDIC external directors of the board Cao Peixi, Sun Chengming, Li Jun and Tan Xinghui attended the seminar and participated in related agenda of the seminar.

In his speech titled Improve Political Stance, Consolidate Consensus, Deepen Reform and Strive for Innovation to Make Arduous Efforts for Building a “New SDIC”, Chairman Bai thoroughly interpreted how to correctly deal with the six pairs of relations in the process of building a “New SDIC”, namely: the relation between “the three-year action on reform and continuously deepening reform”, the relation between “safety and development”, the relation between “pro-investment and post-investment”, the relation between “strategic management-control, financial management-control and operation management-control”, the relation between “the role of capital investment company and high quality construction of a ‘New SDIC’”, and the relation between “Party leadership, Party construction and building a ‘New SDIC’ and building a world first class capital investment company”.

Bai emphasized that all units must comprehen thoroughly the six pairs of relations, consciously give full consideration to the new pattern of building a “New SDIC” in planning and promoting their work, constantly make new progress in all work aspects and make arduous efforts for high quality construction of a “New SDIC” and for developing SDIC into a world first class capital investment company.

General Manager Wang required that (all units) do well their jobs in studying the meeting's messages, implement well the requirements of the meeting and go all out to accomplish this year's tasks to make sure that there would be a good start for the 14th Five-Year Plan.

At the seminar, members of SDIC Party Leading Group and executives from related departments and companies participated in discussions and shared their views on the key issues including deepening reform, investment management, group management-control, optimizing corporate governance and Party building with a focus on the theme of “Focusing on Three-Year Action on Reform and Revitalize Synergy to Build a “New SDIC”.

Li Ruge delivered a guiding speech on exploring new approaches, doing solid work and using well the policies of reform.

Du Wenmin delivered a guiding speech on promoting high quality development of M&A enterprises and strive to build SDIC into a world first class capital investment company.

Yang Xiaohui delivered a guiding speech on optimizing the operation and management model of the group.

Hu Changyuan delivered a guiding speech on learning from Meiya Pico on its experience of Party building and improving the quality of Party building in mixed ownership enterprises.

Zhong Guodong provided a written speech on solidifying corporate governance theory, optimizing regulation system and enhancing consensus awareness to promote the implementation of shareholders intention.

During the meeting, a symposium on differentiated management of mixed ownership enterprises in which State-owned companies have a comparatively controlling share. Wang Haibo chaired the symposium and Bai Tao attended the symposium and delivered a speech. Representatives from eight experimental enterprises of Water Environment Group, China High-Speed Railway Technology Co., Ltd., Meiya Pico, Hefei Bolin Advanced Materials Co., Ltd., SDIC Fund Management, SDIC Unity Capital and SDIC Venture Capital Management Co., Ltd. participated in the symposium and delivered speeches. Participants discussed and shared their views on the issues of “why differentiated management should be explored”,“what we have done in such exploration”, and “how to deepen such exploration in experimental firms”. It was agreed that on the basis of bold exploration, new breakthroughs should be made and more progress should be achieved in differentiated management so as to develop a differentiated management model that can be copied by and applied to all mixed ownership enterprises.

At group discussions, participants conducted in-depth discussions on the theme of the seminar and made their suggestions on tackling difficulties, meeting challenges and revitalizing synergy to build a “New SDIC”.

SDIC assistant-level management personnel, members of senior advising committee, chief executives of all departments directly under the leadership of SDIC, full-time equity directors, special auditors, chairman/managers of all subsidiary companies and major officials from Beijing-based companies with SDIC investment attended the seminar. Top level management personnel of SDIC-invested companies based outside of Beijing joined the seminar via video conferencing systems.
