On July 17, 2022, the State-owned Assets Supervision and Administration Commission of the State Council (SASAC)officially released the assessment results of the Central SOEs in 2021 and the assessment results of the Central SOE leadership in the 2019-2021 term. SDIC was graded A-class for both the company's business performance and the performance of the SDIC leadership in the 2019-2021 term and won the honor of “excellently-performing enterprise” at the same time. Since SASAC started to carry out the assessment in 2004, SDIC has been graded A-class for 18 consecutive years and six terms. SDIC is one of the eight Central SOEs that have been graded A-class for 18 consecutive years. The other seven Central SOEs that have been graded A-class in the business performance assessment for 18 consecutive years and six terms are: China Aerospace Science and Technology Corporation, China North Industries Group Corporation Limited, China Electronics Technology Corporation, China National Offshore Oil Corporation, State Grid Corporation of China, China Mobile and China Merchants Group.
In 2021, SASAC adhered to problem-solving and goal-realizing orientation and further optimized its assessment system, highlighting the assessment on the central SOEs' net profit and total profit, profit rate of business revenue, asset-liability ratio, R&D investment and overall labor productivity. SASAC guided the SOEs to accelerate the promotion of high quality development so as to further improve their business returns and operation efficiency and maintain sustainable and healthy development.
The year 2021 was the first year of the 14th Five-Year Plan. In face of the complicated domestic and overseas conditions for business operation brought about by the COVID-19 pandemic, SDIC, under the strong leadership of President Xi Jinping and the central government, resolutely implemented the requirements of the central government and the SASAC, adhered to its general development plan of making steady progress, focused on realizing its goals of making profits, enhancing R&D investment, improving overall labor productivity, and maintaining sustainable asset-liability ratio, etc., overcame various difficulties and created a historic record in business operation and returns, which has further improved the quality of the company's overall operation. In 2021, SDIC scored full marks for all the performance assessment indicators, maintained its asset-liability ratio within the target range set by SASAC, made substantial achievements in loss-reduction, won bonus points for its outstanding performance in the sectors of business operation returns, three-year reform actions, science and technology innovation, guaranteed supply of energy and SOE business coordination, etc., and recorded a historic high level of assessment scores in its business operation.
In the 2019-2021 term, SDIC focused on serving the national strategy, promoted the deepening of reform, and adhered to optimizing its infrastructure investment, improving its professional level in investment of strategically important emerging industries, and perfecting its finance and service businesses. In the same period, SDIC also witnessed continued optimization of its business structure, continued improvement in business operation quality and efficiency, success in maintaining and increasing the value of state-owned assets, stable increase in its overall labor productivity, substantial improvement in the turnover of its total assets and further increase of new business revenue ratio in its total business revenues, successfully completed all the under-assessment tasks assigned for the term and won the honor of excellently performing enterprise.
SDIC will take the winning of the A-class for 18 consecutive years as an opportunity for further development and on the basis of the positive growth in the first half of this year, spare no efforts in fulfilling the tasks set for this year.
