On August 2, 2022, SDIC and Hebei Provincial People's Government signed a framework agreement on strategic cooperation in Shijiazhuang, the capital city of Hebei Province. Party Secretary Ni Yuefeng of the CPC Hebei Provincial Committee, Wang Zhengpu, Vice Party Secretary of CPC Hebei Provincial Committee and Governor of Hebei Province, SDIC Chairman Fu Gangfeng and SDIC President Wang Haibo attended the signing ceremony. Hebei Vice Governor Hu Qisheng and SDIC Vice President Yang Xiaohui signed the agreement on behalf of each side. Ge Haijiao, a member of the Standing Committee of the CPC Hebei Provincial Committee and Executive Vice Governor of Hebei Province, was present at the signing ceremony.

Ni Yuefeng said that Hebei is rich in port resources, which is both a development advantage and an important foundation for promoting high quality development. At present, Hebei is embracing a once-in-a-thousand-year historic opportunity. The whole province is implementing the important instructions of General Secretary Xi Jinping of the CPC Central Committee, carrying out in a comprehensive way the deployment of the second plenary session of the 10th Provincial Committee, and emancipating the mind and forging ahead to accelerate the construction of an economically strong province and a beautiful Hebei. Ni expressed his hope that the two sides will take the signing of the agreement as an opportunity to further deepen their strategic cooperation, join hands to promote the integration and transformation and upgrading of the port resources in Hebei, solidly promote the development of the province's port economy and marine economy so as to welcome, with practical actions, the grand opening of the 20th National Congress of the Communist Party of China.

Fu Gangfeng introduced about the history, business scopes and reform and development of SDIC. He said that SDIC and Hebei enjoy a sound basis for cooperation and share similarities in the direction of industrial development. SDIC will actively perform its duties, give effective play to its resource advantages of a central SOE, promote the implementation of all items listed in the agreement, accelerate the advancing of the port resource integration in Hebei and take concrete measures to guarantee the security of energy transportation of the country so as to make its contributions to the speeding-up construction of an economically strong province and a beautiful Hebei.
